Q: When we write "Tom saw June eat", why is it 'eat' instead of 'ate' though the event has already passed?
A:
'Saw' and 'heard' are special actions!
At the time you saw/heard it happening, it was the present.
I saw him run/running into the house. (not 'ran')
I saw him eat/eating breakfast. (not 'ate')
I heard him cry/crying just now (not cried)
